DUBUQUE, Iowa (KCRG) -A Dubuque man is facing multiple charges after being arrested with over four pounds of marijuana following a traffic stop on Friday night.
Yoosuf Kamaal Moment, 42, was arrested and charged with possession of marijuana with intent to deliver, unlawfully carrying certain concealed weapons, unlawful possession of prescription drugs, interference with official acts, failure to affix drug stamp and driving while barred.
According to Dubuque Police, at 8:05 P.M., officers pulled Moment over in a Chevrolet Malibu for failing to stop at a stop sign at the intersection of Burden Street and Windsor Avenue. Authorities say the car had California license plates and was registered to Ean Holdings LLC (which records show operates as a Enterprise Rent-A-Car).
Police say Moment refused to identify himself after being asked multiple times and was initially arrested for Interference with Official Acts. Officers were then able to identify Moment after discovering a California drivers license in his possession.
A Dubuque County Sheriff’s Department K9 unit was requested and the K9 detected the “odor of an illegal narcotic emanating from the vehicle,” according to a court affidavit.
A search of the car was conducted and officers discovered over four pounds of marijuana in various packaging. According to the report, officers were “unable to locate a drug tax stamp on any of the marijuana and its packaging.”
According to the Telegraph-Herald, Moment was also found with a stun gun in the center console of the vehicle and prescription medication not in a labeled prescription bottle.
As of Saturday night, Moment was still in custody in the Dubuque County Jail on $10,000 bond.
This arrest isn’t Moment’s first incident with Dubuque Police.
Moment was in the news back in August 2020 after a video of him being arrested by Dubuque Police on July 10, 2020 went viral on social media.
Moment was spotted by police at a gas station driving with no license plates. After getting into a verbal argument with a Dubuque Police officer, Moment was pepper sprayed and tackled to the ground in front of bystanders.
Moment ended up suffering from a seizure during the scuffle and was taken by ambulance to MercyOne Dubuque Medical Center. He left the hospital that same night and was not jailed after his arrest.
Police say they conducted an internal investigation and found that officers acted within the department’s policies.
