Harbeson- The Delaware State Police have arrested 41 year-old Jacqueline Carey of Magnolia, and 51 year-old Richard Haines of Magnolia, after a traffic stop led to the discovery of drugs and a large hunting knife.
The incident occurred on August 23, 2020, at approximately 11:39 a.m., when a Trooper observed a Dodge Ram traveling southbound on Harbeson Road south of Lewes Georgetown Highway. The Trooper completed a computer check of the vehicle’s license plate, which revealed that the registration had been flagged by the DMV, due to the truck’s title being reported as transferred. A traffic stop was initiated and contact was made with the driver, Jacqueline Carey and front seat passenger Richard Haines. A computer inquiry also revealed that Carey had a suspended driver’s license, and passenger Haines did not have a valid license. In addition, Carey made a statement about possessing illegal drugs. Both suspects were detained without incident.
A search of the vehicle lead to the discovery of a large hunting knife in the pocket of the passenger door. The search also lead to the discovery of approximately 15 milligrams of Morphine, approximately 1.18 grams of marijuana, and drug paraphernalia. Further investigation determined the drugs belonged to Carey and the knife belonged to Haines. Haines is a convicted felon, thus prohibiting him from possessing deadly weapons.
Carey was transported back to Troop 7 where she was charged with the following:
- Possession of a Controlled Substance
- Possession of Drug Paraphernalia
- Possession of Marijuana
- Five Traffic Offenses
Carey was arraigned before the Justice of the Peace Court #3 and released on her own recognizance.
Haines was transported back to Troop 7 where he was charged with the following:
- Carrying a Concealed Deadly Weapon
- Possession of a Deadly Weapon by Person Prohibited
Haines was arraigned before the Justice of the Peace Court #3 and released on $3,000 unsecured bond.
