SAN FRANCISCO — Less than a month after he was arrested on suspicion of possessing three pounds of methamphetamine after a police chase in Novato, a San Rafael man was arrested with backpacks containing more than seven pounds of the drug, authorities said.

Matthew Mistachkin, 38, was charged in federal court with possessing methamphetamine with intent to distribute, according to a criminal complaint unsealed Tuesday. During the April 13 traffic stop, San Francisco police also recovered heroin, five cell phones, $12,600 in cash, and an unloaded gun, authorities said.

Federal authorities were investigating Mistachkin in an unspecified case, according to the criminal complaint, when he was arrested in April. Police stopped him while he was walking to a vehicle parked on Hyde Street in San Francisco, the complaint says.

Just three weeks earlier, Mistachkin had been arrested in Novato with three pounds of meth, 400 oxycodone pills, some cocaine, 21 cellphones, and 13 laptop computers, police said. He was arrested after using his BMW to strike the police car that was attempting to stop him, then leading police on a chase, which ended when the BMW crashed on Highway 101, authorities said.

At the time of his arrests, Mistachkin was on supervised release for a 2010 federal case, where he was caught with meth, cell phones, and more than $2,000 in cash. A defense sentencing memo in that case describes him as a drug addict who suffered a “horrific” childhood involving 15 foster homes and repeated abuse.

Mistachkin remains in Santa Rita Jail in Dublin on a no-bail warrant.
