STATEN ISLAND, N.Y. — Moments prior to an alleged carjacking Saturday evening in the parking lot of an Eltingville shopping plaza, federal law enforcement authorities say the same man carried out an armed robbery at a nearby Stop & Shop.
Joseph Codd, 33, of Annadale, was dressed in a black hat, sunglasses and a black surgical mask as he entered the Amboy Road store at about 6:30 p.m., and headed for the manager’s office, according to a criminal complaint filed in the U.S. Eastern District of New York.
After being told no cash was kept in the office, he walked with a store manager to four registers, ultimately collecting about $5,800 and two cartons of Newport cigarettes, the complaint alleges.
The case initially was under investigation by the NYPD, but has since been taken up by federal law enforcement as part of a new initiative aimed at keeping repeat gun-violence offenders behind bars amid a surge in violent crime across the New York City area.
According to the federal complaint, the robbery “affected interstate commerce" in that products sold at the store — including the cigarettes — are manufactured outside of New York.
Codd was arraigned Monday in Brooklyn federal court, where he was ordered held without bail.
A preliminary hearing is scheduled for Nov. 9.
HARROWING DETAILS EMERGE IN CARJACKING
After fleeing the Stop & Shop on foot, Codd encountered an unsuspecting 29-year-old woman who was entering her black, 2014 Honda Civic in the parking lot of a shopping plaza across the street, authorities said.
Codd allegedly stole the vehicle at gunpoint, as police rushed to the chaotic scene.
A police source said it was challenging at first in determining if one or more incidents, and/or suspects, were involved.
Upon making contact with the carjacking victim, authorities used the Find My iPhone app to pinpoint the victim’s phone, which was still inside the vehicle. They tracked the phone to Codd’s home on the 5000 block of Amboy Road, less than two miles away, police said.
Officers who first arrived at the location witnessed Codd carrying one bag full of cash, and another with the two cartons of cigarettes, court documents allege.
A man who lives nearby with children described a second, chaotic scene as Codd was arrested on the partially-wooded stretch of Amboy Road, where officers worked with the victim to identify her alleged attacker and effect search warrants of the suspect’s property.
A large, black airgun was found under the driver’s seat of the vehicle.
CRIMINAL PAST INCLUDES DRUGS, ROBBERY, ASSAULT
Investigators also are probing whether the incident at Stop & Shop is tied to an Oct. 19 armed robbery at the Sun Fruit Market, located less than a mile away in Eltingville, according to a law enforcement source familiar with the investigation.
Codd has not been charged in connection with that incident at this time.
He recently pleaded guilty to a 2018 charge of driving while impaired by drugs. He was given a fine and a conditional discharge.
He also has a history of arrests dating back nearly 20 years on Staten Island for charges that include robbery and assault.
Codd’s attorney declined to comment on the most recent charges.
A BUSINESS COMMUNITY REELING
A manager at Stop & Shop said Monday she couldn’t comment on the incident, as not to violate the privacy of store employees. Though other workers in the area described an unnerving feeling amid a spate of burglaries and robberies in the area.
“At 6:30 on a Saturday, it’s so busy," said a man working at a nearby pizza shop.
If in the future faced with a similar threat, said the employee: “I’m hiding over there, and telling them, ‘take the pizza too.’”
The robbery and carjacking are the latest in a series of crimes targeting commercial locations across the borough’s South Shore.
An overnight burglary last week at Andrew’s Diner in Great Kills left the owners of the family-run establishment frustrated and bewildered, compiled by the stress of government shutdowns to curb the spread of the coronavirus.
Said a co-owner, hours after the incident: “I’m at a breaking point because this happened to me now... and on the flip side, how desperate is this person?”
