Israeli police prevented hundreds of protesters against the government’s legal overhaul from entering a moshav on the Golan Heights where Prime Minister Benjamin Netanyahu and his wife were starting a two-day vacation.

Demonstrators planned to erect protest tents near the Panda Hotel in Neveh Ativ, but police blocked the entrance to the town. Security forces also deployed along dirt roads and paths leading to the moshav to ensure that nobody could enter except residents of Neveh Ativ and Majdal Shams, and then only if they showed ID with their address.

Consequently, only a few protesters who live in the moshav were able to demonstrate near the hotel.

A source familiar with the details said that Netanyahu and his wife reserved all 43 of the hotel’s rooms. A check of its website indeed shows all the rooms occupied for the next two days. But the hotel’s director told the daily Israel Hayom two days ago that some of the rooms were rented to other guests unconnected to the Netanyahu family.

The website lists the price of a room during August as ranging from 1,600 to 3,700 shekels ($434 to $1,004).

As the prime minister and his wife began their vacation, it became evident that the hotel they are staying in has no business license and operates an illegal swimming pool.

The Panda Hotel hasn’t yet satisfied the fire department’s requirements. Documents obtained by Haaretz also show that the hotel retroactively requested a permit to operate the pool, but hasn’t yet received one.

Sources in the moshav said the hotel was initially built by local residents, but after it went bankrupt, it was sold to the Zol Vbegadol group, which operates a chain of grocery stores. One of the chain’s owners is Avi Yohanan, a Jerusalem businessman. Channel 13 television once reported that he enrolled the chain’s employees in the Likud party in an effort to help former Jerusalem Mayor Nir Barkat, today the economy minister, in the party primary.

In May, the Golan Heights planning and building committee filed an indictment against the hotel’s owners. The indictment details a long list of violations of the building code at the hotel, including building the pool and supporting walls illegally. The owners were charged with illegal work, building without a permit or in violation of a permit, and illegal use of a building.
