The Glendale City Council will vote Tuesday on a rezoning case that could pave the way for a Love's Travel Stop near Loop 303 that has drawn opposition from state lawmakers and hundreds of residents in Waddell, Litchfield Park and unincorporated Maricopa County.

The potential rezoning has been a point of contention between residents and Glendale officials since late last year when a city staffer mentioned the freshly annexed land could one day be home to a Love's truck stop. Nearby residents voiced concerns that a truck stop could bring increased traffic, noise and crime.

The friction came to a head as hundreds of residents banded together over a virtual meeting and a five-hour Planning Commission meeting, letting city officials know they fear Glendale will reap the benefits and stick everyone else with any problems that come with a truck stop.

The property is between Bethany Home Road and Glendale Avenue, just west of Loop 303. The area is far from Glendale proper, nearer to communities such as Surprise, Litchfield Park, Waddell and unincorporated Maricopa County.

Earlier this month, the Planning Commission voted to recommend to the City Council that the land be rezoned from agricultural use to one that would allow industrial and commercial development.

Love's has said for months that the truck stop isn't a "done deal," but that it does want to build a truck stop and a few restaurants there and would consider hiring private security if that would assuage nearby residents' concerns. 

State lawmakers: Consider residents' concerns

A grassroots group of residents in Waddell, Litchfield Park and unincorporated Maricopa County have asked Glendale leaders not to rezone the land because of the truck stop concerns. Two state lawmakers have also asked the city to reconsider.

Rep. Joanne Osborn and Rep. Tim Dunn, who both represent the farthest west end of the Valley, co-signed a letter to the Glendale City Council asking leaders to "thoroughly consider the implications of your decision."

"Developing in this parcel will greatly impact the lives of the residents in this area and these residents are concerned for the safety of their children and neighbors," the lawmakers wrote. "They also recognize that their neighborhood will evolve but are wary of potential consequences."

The state representatives in the letter say they know increased development will come as the Loop 303 business corridor continues to grow and "fully support the development of this land," but want to make sure the council knows about the "concerns of our constituents."

Months of opposition

Hundreds of residents have opposed the project for months. Dozens showed up and spoke against it at a June Planning Commission hearing.

Before that, hundreds logged on to a virtual neighborhood meeting to express their concerns.

What's next? 

The Glendale City Council is scheduled to vote on the rezoning at a meeting on Tuesday, which starts at 5:30 p.m.
